Kolmar Korea said on November 5 that TOT, an anti-aging active it developed with Jeonbuk National University, has received New Excellent Technology certification from Korea's Ministry of Trade, Industry and Energy and completed INCI registration. The mechanism is a redox trigger: TOT releases vitamin E when it encounters hydrogen peroxide in the skin, so the antioxidant is delivered where oxidative stress is actually occurring rather than applied uniformly across the surface. The underlying research has been published in Molecules. Kolmar, one of Korea's largest cosmetics contract manufacturers, plans to pair TOT with its DDS smart-liposome delivery platform in a premium anti-aging line. The certification deserves a caveat that the company itself flags: NET recognises the technology, not the finished product's efficacy or safety. Commercialisation still requires safety assessment, efficacy trials and registration in each market — in China, that means the new-ingredient filing route with NMPA if TOT is to be claimed as a novel component.
