Regulatory View: Compliance Paths and Standards for Soluble Microcrystal Patches

2026-11-06 · VRBT Research

Dissolving microneedle products face a dual regulatory path of cosmetics versus medical devices: surface skincare claims follow cosmetic filing, while wound or acne-treatment scenarios require device registration. China's first Class-II polymer microneedle registration in 2023 set a clear reference for the device path.

Standards building is accelerating. The 'Soluble Microcrystal Patch' group standard led by Zhongke Weimicron, plus the '3D-Printed Microneedle Technology' standard, are establishing a common language for needle specs, dissolution performance and biocompatibility — crucial for weeding out inconsistent products.

For brands, compliance focuses on four points: product-attribute classification (cosmetic vs device, which determines channels and claims); claims matching the filed summary; production under proper GMP/ISO systems (e.g., ISO 22716); and advertising without medical or absolute language.

Looking ahead, as the Class-III transition for microneedle RF devices closes (April 2026) and shakes up that market, overall scrutiny of the 'microneedle' concept will only tighten. Firms that register and standardise early will turn thresholds into moats in the next compliance round.
