News Center · Policy & RegulationChina's New-Ingredient Filings Halve in Q3 as the Rules Bite
*MZ Toutiao (美妆头条) · 2026-10-23 · Regulation / Ingredients* **原文:** 65款跌到35款:Q3新原料备案腰斩,为什么拿到备案的反而压力更大? NMPA data show only 35 new cosmetic ingredient filings in the third quarter of 2026, against 65 in the second — a near-halving that ends the run of record growth. The monthly path was 18 in July, 5 in August and 12 in September, with August's collapse following the 15 July implementation of the No. 59 rules on ingredient registration and dossier requirements, which tightened toxicology, safety assessment, impurity control and human-safety data. MZ Toutiao reads this as a pause rather than a retreat: full-year filings should still pass 180, a record, even as growth slows from 87.78% in 2025 to the tens of percent. The deeper problem is commercialisation. Of 532 ingredients filed since the regime opened in May 2021, only 190 have entered the three-year safety monitoring period (88 of them for more than three years), and 342 — 64.22% — have never been used in a finished product. Twenty-nine have exited, a 5.46% withdrawal rate. On 8 October the NIFDC issued draft guidance on what qualifies as a new ingredient, aimed squarely at renamed or re-solvented pseudo-innovation.
