China's beauty sector has its first national-level technical barriers to trade (TBT) research and review base. The customs tariff-law centre of the General Administration of Customs replied to Huangpu Customs approving creation of a WTO/TBT-SPS National Notification and Inquiry Centre review base for the beauty industry, now entering a one-year trial run. A deployment meeting was recently held at the Nanfang Meigu industrial park in Guangzhou's Huangpu district, with the Greater Bay Area Science and Technology Innovation Service Centre operating the base as market entity. The base matters for exporters: it gives China a dedicated mechanism to study, comment on and respond to foreign technical regulations and notification measures affecting cosmetics — historically a pain point as the EU, ASEAN and others tighten ingredient and claims rules. The location is no accident. Huangpu hosts more than 1,700 beauty brands, and the district's beauty and health industry output reached ¥108.16bn in 2025, with exports of ¥2.418bn, up 12.78% year on year.
